30 days + arithmometer + encyclopedia means a gap of 2 ages between players who play the same amount, one paying, and one not paying.

The rule does not take account of this.

And it shouldn't take account of this. The 30 day rules evens out the chances, not making everyone equal. If two players started relatively at the same time and one player is more active than another, he deserves to be more powerful. Less active player should not complain in such situation, but rather play more or play better. You can compensate the lack of time with paying, but it will not make you a powerhouse. Some of the strongest players here haven't spent a single cent and it does not prevent them to be on top.
