Not exactly sure why this new political potential would be interesting to most players except it would be another thing to attempt in a "testing" game. The idea of changing politics during established play is great if your neighbors prove to be either the land hugging type or ones who really want the stripes :) I don't however, understand why there would be a reward for building towns closer to each as that would make targeting them much easier for leaderism players. Trying to look at this objectively..any new ideas always stir confusion or irritation when there are so many other things in play that need "tweeking". Just my opinion :)

I think a better option would be to give those kingdoms some incentive towards another victory - not expansion (obviously...) or war. For example, a bonus to resource production so they could persue wealth victory or a bonus to science - so they could persue science victory (if there is one such...). This way you would have small but wealthy or advanced kingdoms. Both would have their price though - wealth could attract plunderers and science - stripe hunters. So I think it would be a nice balance between pros and cons for such politics.
The core idea was to reward players who have towns towards each other. You are right, it not necessary should be the defense bonus. It could be different. For example, Monarchy may reduce corruption for towns placed close to others, thus favoring other victory types than War. If you have a good bonus/drawback ideas - post it.

I'd prefer to see a corruption benefit rather than a defence one. To switch away from Collectivist you have to be pretty confident in your defence anyway. A variant I'd though of is to give more/better bonuses, but only to the town or army the hero is in. One advantage of tis is that it would give players with only one city (like my Astrophel) a reason to switch.
