Renaming Town/Dwelling

I am trying to revise my New Town name.  I have the Constitution of Pylyp Orlyk and have place it on the circle in the new town, on my Hero and on the town while in World mode and nothing is working.  At least while in World mode it says:  This cannot be used this way.  But that is all.  Can someone help me on what/how to use the Constitution correctly please?  Thank you

you have to click on your Town Hall and change there :)) you have some icons available above it
