Stuck at moderately weak and moderate obstacles

I can't find out how to remove moderatly weak and medium obstacles, I explored every location to find any new adventure items but I couldn't, any help please

You just don't have the tools yet.  You won't get them without leveling your hero.

You don't always need much of an army to level up - follow the quests given to you by your science and war advisers in your home town, and you should level up quite quickly. Also explore locations that open up on the world map (like caves). Quite a few do not need an army at all, but give items and experience as you complete each one (back out quickly if you find one with a lot of monsters, and go back with an army when you are stronger!). Open any chests you find, and regularly check what is lying around in your towns - this is regularly replenished. The tools you need are found randomly once you have reached a high enough level.

I have done all the missions I can do that's why I feel stuck

i ended them, the gardener and tesla are dead now

the tools come as you level up your hero, so you must fight monsters or something to gain experience and level up.

I found at Hero level 13 you get the 2nd level, 22 or 23 the 3rd, 33 or so level 4 and you have to get to 43 or so to get the 5th  level tools 

My hero is visible in my main town by I cannot move her and nothing happens when I click the hero flag, please help!

Click on the shelter and move the units to the other side of the panel. It  takes a few minutes for the units to exit the shelter, so be patient.

I guess I'm dumb, cause I thought I did what you said but I waited like 30 minutes and still nothing. Do I have to wait longer

when you click on the shelter it tells you how long till they leave it
