Culture

I am trying to expand my domain and now I upgraded my observation post and it stated it would give 18 culture, however my domain culture went only 3 up, can someone explain this?

I have read that thread ad nauseam if I had found the sollution I would not have asked here,but nevermind I will find out myself sooner or later.

The 18 you see is total culture for that building. Not how much you get each level. When you are choosing a building to upgrade there is an arrow that says culture it has a number then an arrow to another number - That's how much culture is being adding when you upgrade that building. I believe that the observation post adds 2 culture per level. So if you have 18, your building must be at level 9 right now.  Hope this helps you.

Very true that you may ask questions here, but that thread is the best explanation of what you are asking that there is. total culture of town is the key not per building. Sorry if I was too short with you.
