The bigger the better you know, extra ram/power will never hurt. Look at your budget. But I had this game running on a cheap $200 chinese tablet just fine (just long loading time).
However I will mention the important stuff:
1. Make sure the tablet runs under desktop-class Windows 8 (Pro, NOT RT) and processor is desktop-class x86 processor like Intel Atom or Core i3. This is crucial because otherwise the game will not run.
2. Low resolution is better than high resolution, if main activity for it is playing Totem Tribe. Lower resolution will require less processing power to handle, therefore the game will run faster and eat the battery less. Something like 1280 x 800 or 1366 x 768 will be just fine. Don't go for 1920 x 1200 or even 2560 x 1600 - those are significantly more expensive and might perform worse for the game. However if you want to watch Full HD moves, you might want to go for 1920 x 1200. Don't go ater 2560 x 1600 - that one is ridiculous and will only burn your money.
