How to build Chamber of Commerce

I've finished researching Currency. The description of Chamber of Commerce suggests it's a separate building from the Marketplace, and there's no heavy-upgrade button on that building.

So why can't I find the Chamber anywhere on my Build menu?

Is your marketplace at least at level 10?

OldGeorge pay attention to filters of building menu. I see there is small issue and it's switching by default to "military" buildings rather then "all" building types. It will be fixed in new update.

Spoon, I indeed hadn't noticed that. When I go to the star panel for All Ages and choose the note for Cultural, there it is. Thank you!

(I'd think it would be coins for Economical [sic; should be "Economic"], but at least it's there.)
