6,2,5,9,10, and ten the rest putting the playboy bunny last.  Thanks for asking our opinions.

2 - with brighter colours and the skull better drawn ( now is looking more like an alien LOL ) . The rest are....no comment! 

11, 6, 9, 1, 2, I don't care for the rest.

2, 9, 10, 7, 6, 5, 4, 1, 8, 3, 11      The seasonal ones are fine for their appropriate season.  Love the pirate, but number 11 looks like Playboy Bunny Ears and not a cute fluffy rabbit.  Playboy ears might be offensive to some, but cute fluffy rabbit ears would be fun. Also, many of the hats looked more suited to female characters.  Might want to add a few more for male characters. 

2 but it needs to sit a little lower on the head and the sides need to come out just a tad more. 

6, 5, 2, 9, 7. Others as seasonally appropriate, except 1 not at all.

I really like 9 and 10, but 10 needs to be placed a little lower on the head.

2,5,8,7,10,9,6 - some need to be much lower on the head

4,3,1 and 11 look like costumes worn to cheer up children in hospitals.
