Replacing temple with church by destruction

I think I've made a mistake that is impossible to rectify. In stead of leveling up my temples, which would cost lots of resources, I decided it was cheaper and easier to destroy the temples and build churches, but now the churches say I can't meditate to level up because the level of the building is to low. 

My hero currently has level 21 and has enough experience points to go to level 22 but I can't because of my foolish mistake.

What is the best solution? Keep leveling up the church and hoping I can further my levels or destroy the churches and built temples again and levelling up those until they can become churches?

Either option works.

But what is the cheapest and fastest way?

Neither way will be fast or cheap since both buildings have dependent requirements to level up.

And, you will need blueprints either way.

concentrate on one town first, you can build them in the other towns later.
