How is 'Daily Help Limit' determined?

For example, say your storage limit is 2k, you have the room for what you've requested from your alliance (we'll say 1800), but not even 1000 of the res go through; why? What are the factors that affect the limit? Does it reset every 24 hrs, and if so, when or from what point in time? 

I'm just a little frustrated, like, I donate to get the autofinish bonuses on my build times especially, but then blow through my resources too fast BECAUSE of the finish bonus, then can't get enough help because the limit gets hit too quick, and I end up sitting around having to wait anyway. It's just not.. efficient... How do I increase my limit amount?

It's based on the recipients resource production and slowly refills, like a cistern.   

It's about what recipient produces, before boosts, corruption or science deducted, probably.  About 2 or 3 hours production = daily limit.

"Since the levy feature allows alliances to manage their resources in a pretty convenient way, the resource gratis limit has been reduced from 100% to 30% of daily income. This will possibly prevent players from taking unfair advantage without sacrificing important gameplay possibilities - such as redistributing resources within their alliance."
